Article XIII

Safeguarding

Section 1: Purpose

Thronos recognizes a responsibility to protect people who participate in its activities, communities, Projects, Gatherings, and other structures from abuse, exploitation, neglect, harassment, coercion, and avoidable harm.

Safeguarding is the responsibility of the organization and of every person entrusted with authority or responsibility within it.

The dignity and safety of people shall take precedence over the reputation, convenience, growth, or interests of Thronos.

Section 2: Protection of Children and Vulnerable Persons

Thronos shall take particular care where its activities involve children or persons who may be especially vulnerable to abuse, exploitation, coercion, or manipulation.

Where Thronos works directly with children or vulnerable persons, appropriate safeguarding standards, supervision, consent procedures, background checks, training, and other protective measures shall be established according to the nature of the activity and applicable law.

No person's vulnerability shall be treated as an opportunity for personal, financial, sexual, spiritual, or other exploitation.

Section 3: Abuse and Exploitation

Abuse of any kind is prohibited within Thronos activities and spaces.

This includes, among other forms:

physical abuse;

sexual abuse or exploitation;

emotional or psychological abuse;

coercive or controlling behaviour;

financial exploitation;

spiritual abuse;

deliberate intimidation;

and exploitation of a person's vulnerability or dependence.

A person's position of authority, religious standing, expertise, wealth, age, or influence shall not excuse abusive conduct.

Section 4: Positions of Trust

Certain relationships within Thronos may involve significant differences in authority, knowledge, age, access, or dependence.

Persons entrusted with leadership, moderation, mentorship, pastoral or spiritual responsibility, Project leadership, teaching, or care shall exercise particular caution in such relationships.

Authority must not be used to create inappropriate dependence or to obtain personal advantage.

Where a relationship creates a serious conflict between a person's responsibilities and their personal interests, appropriate boundaries shall be established.

Section 5: Mentorship and Apprenticeship

Mentorship and apprenticeship can create relationships of significant trust and influence.

Persons serving as mentors, teachers, facilitators, or other figures of authority shall maintain appropriate professional and personal boundaries.

Mentors shall not use their position to exploit apprentices or participants sexually, financially, emotionally, spiritually, or otherwise.

Where mentorship involves minors or other vulnerable persons, additional safeguarding requirements shall apply.

The existence of a close relationship, admiration, trust, or consent to participate in a programme does not remove the responsibility of the person holding greater authority to maintain appropriate boundaries.

Section 6: Physical Spaces and Gatherings

Where Thronos operates or uses physical spaces, reasonable measures shall be taken to provide an environment in which people can participate safely.

This may include appropriate arrangements concerning:

access;

supervision;

accommodation;

transportation;

children;

private areas;

emergencies;

physical safety;

and reporting concerns.

The specific requirements shall depend upon the nature of the space and activity.

The existence of a Christian or communal environment does not remove ordinary responsibilities concerning physical safety and safeguarding.

Section 7: Digital Safeguarding

Safeguarding standards apply to Thronos' digital spaces as well as its physical ones.

Members and leaders shall not use digital communication, private messages, recordings, Projects, or other online interactions to facilitate abuse, exploitation, grooming, harassment, coercion, or other harmful conduct.

Particular care shall be taken with private communication involving minors and vulnerable persons.

Thronos may establish restrictions concerning private messaging, access to personal information, recordings, or communication between different categories of participants where necessary for safety.

Section 8: Reporting Concerns

Any person who becomes aware of conduct that may constitute abuse, exploitation, serious safeguarding risk, or another serious threat to a person's safety is encouraged to report the concern through the appropriate Thronos reporting mechanism.

Reports should be made honestly and in good faith.

A person should not be required to report serious concerns exclusively to the person whose conduct is being challenged.

Where a concern involves a leader, mentor, moderator, founder, or other person with significant authority, the reporting process shall provide an appropriate alternative route.

Section 9: Response to Safeguarding Concerns

Thronos shall take credible safeguarding concerns seriously.

Where appropriate, Thronos may take immediate protective measures while a matter is being assessed, including restricting access, separating individuals, suspending participation, or removing a person from a particular activity.

The purpose of protective action is to reduce risk and protect people. It does not necessarily constitute a final determination concerning the allegation.

Safeguarding matters shall be handled with appropriate care, confidentiality, fairness, and regard for the rights and safety of those involved.

Section 10: Confidentiality and Information

Information concerning safeguarding concerns shall be handled with appropriate confidentiality.

Such information shall not be disclosed unnecessarily or used as gossip, entertainment, retaliation, or leverage against another person.

Confidentiality does not require Thronos to conceal information where disclosure is necessary to protect a person, investigate a serious matter, comply with legal obligations, or refer a matter to an appropriate authority.

Section 11: Retaliation

No person shall be punished, threatened, intimidated, excluded, or otherwise disadvantaged merely for raising a safeguarding concern honestly and in good faith.

Likewise, persons involved in a safeguarding process shall not use the process to retaliate against another person.

Knowingly fabricating allegations or deliberately abusing a safeguarding process may itself constitute misconduct.

Section 12: External Authorities

Thronos shall not treat internal processes as a substitute for appropriate professional, medical, legal, law-enforcement, child-protection, or other competent authorities where their involvement is necessary or required.

Where applicable law requires a report or disclosure, Thronos shall comply with that requirement.

Where immediate danger exists, the protection of the person at risk shall take priority over organizational convenience or reputation.

Section 13: Safeguarding Standards and Policies

The governing authority of Thronos shall establish and maintain safeguarding policies appropriate to the organization's activities.

Such policies may establish detailed requirements concerning:

recruitment and background checks;

supervision;

working with children;

vulnerable adults;

physical spaces;

digital communication;

photography and recording;

transportation;

accommodation;

mentorship;

reporting;

investigation;

documentation;

training;

and emergency response.

These policies may be updated as the organization develops without requiring amendment of this Constitution, provided that they remain consistent with it.

Section 14: Responsibility of Leaders

Persons exercising authority within Thronos have a heightened responsibility to protect people under their care.

Leaders shall not prioritize the reputation, financial interests, growth, or continuity of Thronos over the safety of a person facing credible risk.

A leader who becomes aware of a serious safeguarding concern shall act responsibly and shall not suppress or conceal the concern merely to protect themselves, another leader, or the organization.

Section 15: The Standard of Safeguarding

Thronos seeks to be a community in which people can participate without fear of being exploited by those entrusted with authority over them.

Safeguarding therefore means more than responding after harm has occurred.

It includes building structures, relationships, boundaries, and cultures that reduce the opportunity for abuse and make it easier for people to speak when something is wrong.

The responsibility to protect people belongs not only to those formally appointed as safeguarding personnel, but to the whole community.
